Grice Collins Long (GCL) is an established and highly successful practice of Chartered Surveyors based in Hertfordshire. We specialise in food & beverage, travel and retail including at-hand-retail. We also deal with shopping centres, high streets and out of town locations, where we represent Landlords with respect of leasing and management.

Based at Riverside Shopping Centre in Erith, London, this exciting role will involve all aspects of centre management from health, safety & compliance and Service Charge management to tenant engagement and marketing. To roleholder will oversee the effective day to day running of the Shopping Centre with specific responsibility for the Centres’ cleaning and security contracts and Health and Safety issues. They will also ensure that the Centre is open for day to day business and that all operational services and facilities are available to retailers and shoppers to optimise the trading performance of the Centre. The successful candidate will work within the Property Management Team and will report to Gareth Jones.
|Property Management||Inspect common areas daily and ensure daily standards are maintained for all facilities, services and H&S affecting the shopping centre and car park including cleaning, refuse removal, statutory supplies, security staff, in house management and maintenance staff, CCTV equipment, lifts, fire and emergency lighting systems. |
To undertake, manage and update an agreed emergency plan for difficulties arising both inside and outside normal working hours (e.g. electrical power failure or flooding).
When applicable oversee implementation of new systems at the Centre. Responsible for daily supervision of the cleaning and security contracts for the site to ensure that both contract and in-house staff have a clear understanding of the performance levels required at the Centre.
To undertake ongoing performance testing and evaluation of the cleaning and security contractors, and to ensure appropriate measures are taken if performance standards are not met.
To report regularly to the Managing Surveyor on performance standards of contractors.
To lead the contract procurement and re-tendering process of both contracts at the appropriate times.
In conjunction with external consultants, agree and implement a planned and preventative maintenance programme for plant, machinery and fabric to ensure the Centre operates effectively and within budget.
Ensure that the correct procedures, monitoring practices and record keeping are in place for the management of all external contractors working on site.
Have a working understanding of all retailer lease requirements and monitor via regular property inspections to tenant demised areas to ensure compliance with lease covenants and statutory obligations and reporting all breaches of covenant to the management surveyor.
Ensure the managing surveyor is aware of minor tenant alteration applicati-ons and ensure that all works are carried out in accordance with the consent granted.
|Asset management||Inform line manager of any breach of lease terms and seek enforcement of compliance with leasehold obligations according to instructions from GCL Head Office. |
Ensure that Insurance Inspection reports are swiftly acted upon and any issues/defects resolved.
When required and upon unit vacation, to record electricity meter and other statutory supplier readings on units sharing common consumption and submit records to GCL when required.
Field initial enquiries for accommodation from potential occupiers dispatch a brochure or letting details and an appropriate covering letter after having discussed strategy with GCL.
Responsible for the initial management for new lettings at the Centre; oversee the fitting out process. Approve non-structural elements of the work.
Attend onsite marketing meetings and provide the appropriate letting agent with appropriate details of the scheme to assist letting discussions with potential occupiers.
On a daily basis ensure all mall traders/promoters are set up and ready to trade. Facilitation of inspections to support the sale or letting of units.
|Record Keeping||Maintain copies of all contracts, layout plans, fire risk assessments and Health and Safety records affecting the scheme.|
|Health and Safety||Ensure the requirements of the fire certificate are maintained at all times and drills carried out in accordance with statutory requirements. |
Ensure that the Centre Manager engages contractors authorised to work within the scheme comply with Health and Safety legislation, are issued with appropriate Permits to Work and adhered to safe working practices.
Ensure that the Centre Risk Assessment is kept up to date and that the appointed Health and Safety consultant is kept informed of notifiable changes.
Adhere to the Health and Safety Policy adopted for the scheme. Ensure that accidents and dangerous occurrences are recorded, investigated and reported to the appropriate authorities and steps taken to prevent their recurrence.
Maintain the daily/weekly/monthly register of all Health & Safety and Maintenance and Service checks ensuring that all reports, inspections are actioned and filed within the respective SHE System files, and to ensure through weekly reports and inspections are actioned in good time and non-compliant issues resolved.
Have a good understanding of the Company’s Health and Safety Policy, Health and Safety Legislation and e-risk system to ensure compliance in the following areas:
All health and safety requirements are observed in the working practices of cleaning and security contractors and in-house staff.
All retailers are aware of health and safety requirements and Management Regulations.
Maintain and review the Centres’ emergency plans and procedures and the Centres’ Disaster Recovery Plan.
Communicating all such plans to retailers and contract firms to ensure they are aware of all policy, evacuation and emergency procedures so that in the event of any incident all are able to comply with and operate these procedures.
Responsible for keeping accurate and full written records of the communication of such issues with retailers and contractors.
To investigate incidents that may lead to public liability insurance claims and take necessary steps to ensure that such incidents are kept to a minimum through active management initiatives in conjunction with the cleaning and security contractors.
Maintain accurate financial controls at a local level for areas of budget responsibility to assist in the preparation and build up of the Service Charge and expenditure.
Deal with the administration and investigation of personal injury claims, including record keeping and reporting to the Insurance brokers, so that claims are dealt with quickly and effectively.
Develop initiatives to aid claim reduction and improve risk management on site, along with training as appropriate.
To review weekly the H&S and maintenance checks for:
1. Fire alarms
3. Hose Reels
4. Fire Extinguishers
7. Waste Disposal
10. Any other relevant issues.
And to ensure all weekly checks are satisfactorily completed.
|Tenant Relations||To maintain regular liaison with occupiers and arrange meetings to convey progress of expenditure, budget forecasts and explain fresh initiatives and trading feedback. |
Maintain the Tenants Handbook setting out mutual expectations concerning the use of their premises and the scheme generally.
Ensure that disaster recovery plans are maintained and kept up to date and tenants informed.
|Financial Management||To prepare an annual budget alongside asset manager for all services and facilities in an agreed format and in draft by 1st April each year to GCL for discussion and approval for the forthcoming service charge year. |
Input invoices onto the Budget Tracker and Maintain service charge expenditure records to assist half and full year budget reconciliation in an agreed format and reconciliation of “non recoverable” expenditure.
Administer contracts and services according to the agreed budgets and approve all invoices to ensure they are coded for appropriate apportionment by GCL.
Where applicable re-tender contracts affecting the entire estate on two yearly intervals.
To be responsible for the checking and raising of all purchase/works orders and the monitoring of their progress through to completion and payment.
Arrange for income generated from the scheme to be logged on financial reports.

In conjunction with GCL prepare and following approval, the implementation of the promotion and marketing strategy for Riverside Shopping Centre of appropriate events and or functions, Christmas events, displays and publicity as may be required. To monitor the effectiveness of the marketing initiatives.
When time allows, undertaking appropriate liaison with the local authorities and other local organisations for the effective day to day management and promotion of the scheme.
Ensure GCL is kept up to date with changes throughout the scheme for marketing purposes.
Actively seek and encourage new retailer promotional display material for the Centre and update accordingly from the local store manager.
|Qualifications||Diploma in shopping centre/retail management|
|Experience||Prior experience of managing a large shopping centre is essential.|
Administration of PPM schedules to ensure compliance with health & safety and property maintenance.
Marketing a shopping centre using social media.
|Knowledge||Health & safety requirements for commercial property.|
Service Charge administration.
|Understanding of commercial leases.|
